Main Task:
• Take responsible to develop and timely update the Field cost estimation procedures and tools for capital investment projects;
• Lead field cost engineering activities for capital investment projects in Asia Pacific by performing qualified field cost engineering services;
• Lead, organize, train and review project construction contract standard bill of quantity system development, application and maintenance;
• Provide professional cost engineering support service for construction contract management includes but not limited on: lead, organize or guide project team bill of quantity preparation, count estimate preparation, bidding analysis, contract cost settlement, quantity survey etc;
• Lead and organize construction contract database development, data collection, load into system and analysis;
• Perform the value engineering support and the risk management for the capital investment projects;
• Align BASF's field cost engineering procedures with engineering partners to ensure the process and results in compliance of BASF's guideline and minimum requirement;
• Review, check and challenge estimates produced by EP's project team and/or 3rd parties to reach the target agreement;
• To support cost controlling and project teams to set up project cost structure and agree on controlling targets for the projects;
• Timely collect feedback/data from project teams and cost controlling team to verify original cost estimation results, collect good experience and lesson learned to share within cost estimation community for further improvement;
• Jointly with procurement team collect price information of related Asian markets, and update internal database to enhance accuracy of cost engineering;
• Cooperate with global cost engineering community, such as cost engineering of Mega/big projects, updating global cost estimation tools;
• Actively involvement in cooperation and alignment of cost engineering community, openly share regional experience and inputs to help improvement of cost engineering globally.
Requirements:
• Bachelor degree with major in chemical process or chemical engineering mandatory - MBA or Master degree is preferable. PMP is preferable;
• At least more than 15 years total work experiences. At least more than 10 years work experiences in chemical and petrochemical industry. At least more than 6 years work experiences in project cost engineering and contracting cost settlement and bill of quantity management experience;
• Experiences in engineering industry is mandatory;
• Leadership experience is mandatory;
• International experiences is preferable;
• Work experiences in other industries will be an advantage;
• Proficient command of spoken and written English and Chinese (mandarin) skills is mandatory;
• Skilled in project cost engineering and cost controlling is mandatory, PMP is preferable;
• Skilled in contract management and performance management is mandatory (including risk management/value engineering/change management);
• Skilled and experience in relevant software/tools like MS Projects, MS Office and SAP.
